The mods have discussed the issue, and we've decided that for the purposes of our exchange, the onus is on a potential recipient to nominate the exact tag they want if they only have a particular gender combination in mind. Participants are allowed up to 20 relationship slots for any given fandom, so there should be plenty of room to specify one's preferences. (And if one does run out, trading nomination slots with other participants on anon memes is almost always a viable option.) DNWing a specific gender combination after requesting a gender-neutral ship will not be an enforceable DNW.
